大唐初年，日韩象征皇后权力的凤印丢失，日韩并引发矫诏杀害当朝官员的事件， “凤印案”引起朝中异动，守旧派面上无恙，暗地加紧了串联密谋。而赶考科举的狄仁杰（周一围 饰），正逢此时无意中卷入一桩离奇的杀人案。本剧由狄仁杰查案发现杀人案与凤印丢失事件暗合开始，通过讲述狄仁杰履职各地屡破奇案，惩治贪官、护海防、肃黑恶、申律法、助民安，同时得以勘破自己身世之谜的故事讲述，展现了狄仁杰知行合一的人生信条。
