战国时代，空姐秦王嬴政（李雪健饰）以统一天下为大业。当时燕国为嬴政的心头之患，空姐为帮助他早日完成统一霸业，赵姬（巩俐饰）献策到燕国假意策动刺杀嬴政的计划，如此一来，秦便有出兵攻燕的名目，争取燕国不战而降的可能。赵姬与燕太子丹（孙周饰）同心谋划刺杀嬴政的行动。执行任务的人选是名剑客荆轲（张丰毅饰），大隐于市的他为此重出江湖。与荆轲接触后，赵姬十分倾慕他的为人。赵姬拒绝再去说服荆轲。太子丹恼怒，将赵姬关押起来。于是，荆轲找到太子丹，提出放了赵姬，他就答应去刺秦王。与此同时，嬴政发现了关于自己身世的秘密，他恼怒不堪，甚至挥兵攻打赵国，暴行难述。大殿之上，荆轲却失手……

While fishing used to be a way of supporting oneself, wealthy London tourists have now descended and are displacing the locals, whose livelihood is thus threatened. The relationship between brothers Steven and Martin is also strained. Martin is a fisherman without a boat, since Steven started using it for far more lucrative tours for all the day-trippers. They’ve sold the family cottage and now it seems that the final battle to be fought is that with the new owners over the parking space next to the sea. Yet the situation soon gets out of hand, and not just because of the wheel clamp.Bait is a black-and-white film shot on hand-processed 16mm. Numerous close-ups of fish, nets, lobsters, wellington boots, knots and catch baskets bring to mind the theory of a montage of attractions. The depiction of the different social strata – one could speak of class relations – is also reminiscent of the tradition of social realism in British cinema. Above all, however, a whole lot of current political relevance is waiting to be discovered beneath the different layers of film historical references contained in the images.
