解放前，无人山城重庆一个卖汤圆的小商贩，无人靠赊卖“水渍货”发了国难财。他由一个受人欺凌、寄人篱下的小生意人，一跃而成为拥有数十处店铺、大批房地产的百万富翁。在发财道路上，他利用尔虞我诈的手段，乘人之危，大发其财。而社会上的恶势力则勾结一气，利用修电影院塌方的事故，弄得他倾家荡产，一贫如洗。
